The MDIA Contributes to Parliamentary Committee Discussion on the EU Digital Omnibus and Its Impact on Malta

The Malta Digital Innovation Authority (MDIA) participated in a briefing before the Parliamentary Committee on Information Technology and Artificial Intelligence Affairs, focusing on the proposed EU Digital Omnibus and its potential implications for Malta’s digital, regulatory, and innovation landscape.
The MDIA’s Chief Executive Officer Kenneth Brincat, together with the Chief Officer for Strategy, Policy and Governance, Gavril Flores, addressed the Committee following a formal invitation to contribute expert insight on ongoing EU legislative developments. The discussion formed part of the Committee’s in‑depth examination of data safety, artificial intelligence governance, and the simplification of the EU digital legislative framework.


During the session, the MDIA provided an overview of the proposed Digital Omnibus legislative package, including European Commission proposals aimed at simplifying the implementation of harmonised rules on artificial intelligence and streamlining the broader digital legislative framework. Particular attention was given to proposed amendments affecting the EU AI Act, data governance measures, and their anticipated impact on Malta’s regulatory environment, innovation ecosystem, and economic competitiveness.


The Authority outlined Malta’s national AI governance framework, highlighting ongoing efforts to ensure legal certainty, foster responsible innovation, and maintain alignment with evolving EU regulatory priorities. The MDIA also emphasised the importance of proportionate and innovation‑friendly regulation, particularly for small and medium‑sized enterprises and emerging technology providers operating in Malta.


The MDIA’s Chief Executive Officer Kenneth Brincat noted that constructive engagement with Parliament remains essential as Malta continues to position itself as a forward‑looking digital jurisdiction. He underlined the value of early and structured dialogue on EU‑level initiatives to support national readiness and informed policymaking.


The Parliamentary Committee welcomed the MDIA’s contribution as part of a broader consultation process involving key national and European stakeholders, aimed at strengthening Malta’s digital and communications landscape while safeguarding fundamental rights and data protection.
MDIA remains committed to supporting Parliament and other public institutions through expert policy input and continued collaboration on digital transformation, artificial intelligence, and emerging technologies.


The briefing was also attended by representatives from the Information and Data Protection Commission, the Chamber of Advocates, the Ministry for the Economy, Enterprise and Strategic Projects, and the EU Coordination Department within the Office of the Deputy Prime Minister and Ministry for Foreign Affairs and Tourism.
