GovTech4All – Malta Local Councils AI Pilot

The Malta Digital Innovation Authority (MDIA), in collaboration with the Malta Information Technology Agency (MITA), is launching a call for the selection of one consortium of four (4) Local Councils under the EU-funded GovTech4All initiative (Digital Europe Programme).

The selected consortium will jointly identify a shared public service challenge and participate in a structured innovation procurement process to develop and pilot an AI-enabled digital solution.

Up to €95,000 will be allocated for the development of the selected solution through a design contest process.

Who Can Apply

Applications must be submitted jointly by four (4) Local Councils (one Coordinating Council and three Partner Councils).

  • Call Launch: 23 February 2026
  • Submission Deadline: 16 March 2026 at 17:00 (CET) (extended from 9 March 2026)
  • Notification of Selection: 20 March 2026

Information Session

An information session for interested Local Councils will be held at the offices of the Malta Digital Innovation Authority (MDIA) on:

Time: 11:30 – 12:30
Location: MDIA, Twenty20 Business Centre, Triq l-Intornjatur, Zone 3, Central Business District, Birkirkara CBD 3050

The session will provide an overview of the GovTech4All – Malta Local Councils AI Pilot, including the application process, expected project phases, and an opportunity for questions.

In addition, an online information session will be organised via Microsoft Teams for Local Councils who are unable to attend in person:
