Overall Purpose of the position

The Employee will form part of the Authority’s Procurement Function and shall be directly
answerable in the performance of their duties and conduct to the Chief Officer
(Operations) or to any management officer as may be designated by the Chief Officer
(Operations). The employee shall be mainly responsible for the day-to-day operation of the
Procurement Function.

Main duties & responsibilities

The Specialist shall be responsible for the following duties and responsibilities, but not
limited to:

  • Administering the public procurement process, including preparing procurement
    documents including all processes required on the e-procurement portal (e-PPS).
  • Administering internal procurement systems.
  • Conducting thorough vetting of procurement documents.
  • Assisting in responding to any clarifications during the tendering process and
    evaluation.
  • Participating in tender opening sessions and other relevant tasks to ensure
    compliance with all regulations.
  • Leading and preparing the review of evaluation reports generated by the Evaluation
    Committees.
  • Drafting and/or assisting in the preparation and signing of contracts and other
    procurement-related documents.
  • Compiling regular reports to monitor and enforce public procurement procedures.
  • Operating the e-procurement portal (e-PPS), for managing tender calls and
    reporting on public procurement.
  • Representing the Authority in both local meetings and, when necessary,
    international ones.
  • Developing, implementing, and overseeing policies, operating procedures, and
    manuals.
  • Monitoring purchasing and procurement activities to ensure compliance with
    Public Procurement and Financial Regulations.
  • Verifying that delivered items conform to the specifications outlined in relevant
    purchase orders.
  • Ensuring thorough research is conducted on suppliers and products to determine
    the most effective procurement strategy.
  • Ensuring that suppliers provide value for money to the government entity, in
    addition to delivering the required product or service.
  • Any other duty as requested by the Chief Officer (Operations) or their delegate.

Authority Levels (decisions & discretion)

  • Developing, implementing, establishing, approving, maintaining and monitoring
    policies, procedures and practices.
  • Making recommendations to the Chief Officer (operations) or to their delegate.

Working Conditions

  • Attendance outside normal office hours may be required.
  • Duties abroad when required in line with the exigencies of the Authority.

Main communication channels (key working relationships)

  • Liaison with Departments of the Authority and with other bodies.
  • Economic operators and service providers.

Qualifications and Experience Required

By the closing time and date of this call for applications, applicants must be:
(1)
a) citizens of Malta; or

b) citizens of other Member States of the European Union who are entitled to equal
treatment to Maltese citizens in matters of employment by virtue of EU legislation
and treaty provisions dealing with the free movement of workers; or

c) citizens of any other country who are entitled to equal treatment to Maltese citizens
in matters related to employment by virtue of the application to that country of EU
legislation and treaty provisions dealing with the free movement of workers; or

d) any other persons who are entitled to equal treatment to Maltese citizens in matters
related to employment in terms of the law or the above-mentioned EU legislation
and treaty provisions, on account of their family relationship with persons
mentioned in paragraph (a), (b) or (c); or

e) third country nationals who have been granted long-term resident status in Malta
under regulation 4 of the “Status of Long-Term Residents (Third Country Nationals)
Regulations, 2006” or who have been granted a residence permit under regulation
18(3) thereof, together with family members of such third country nationals who
have been granted a residence permit under the “Family Reunification Regulations,
2007”; or

f) in possession of a residence document issued in terms of the “Residence Status of
United Kingdom Nationals and their Family Members in Malta in accordance with
the Agreement on the Withdrawal of the United Kingdom and Northern Ireland
from the European Union and the European Atomic Energy Community
Regulations”.

The advice of the Citizenship Unit within Community Malta Agency and the Expatriates
Unit within Identity Malta Agency should be sought as necessary in the interpretation of
the above provisions.

The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate
the issue of an employment licence in so far as this is required by the Immigration Act and
subsidiary legislation. JobsPlus should be consulted as necessary on this issue.

(2)

i. A recognised Master’s degree at MQF Level 7* (subject to a minimum of 60
ECTS/ECVET credits or equivalent**) in Procurement or Finance or Business or
Management, or in a pertinent and relevant area of study, plus one (1) year proven
relevant work experience in Public Procurement; or

ii. A recognised Bachelor’s degree at MQF Level 6* (subject to a minimum of 180
ECTS/ECVET credits or equivalent**) in Procurement or Finance or Business or
Management, or in a pertinent and relevant area of study, plus three (3) years
proven relevant work experience in Public Procurement; or

iii. Candidates who do not have the necessary academic or professional qualifications
but have at least ten (10) years of relevant senior managerial experience or in
Public Procurement plus relevant certifications in Public Procurement, may still
apply as the MDIA may still be interested in speaking with them.

*It is the responsibility of applicants in possession of qualifications awarded by
Universities and other similar institutions outside Malta to produce a recognition
statement at application stage on comparability of qualifications issued by the Malta
Qualifications Recognition Information Centre (MQRIC). The MQRIC is the competent body
within the MFHEA that recognizes qualifications against the Malta Qualifications

** Applicants who are awaiting results and will eventually graduate during the probation
period may also be regarded as eligible.

(3) Able to communicate fluently in English and Preferably in Maltese.
