Malta has been at the forefront of innovation by developing a framework for blockchain back in 2018.
The MDIA works with the Malta Financial Services Authority (the “MFSA”) to sustain a robust regulatory and legal framework that adopts a holistic approach.
The MDIA has developed its Voluntary Certification Scheme launched in 2018 to the Technology Assessment Recognition Framework. The rationale behind this voluntary certification and registration is rooted in MDIA’s desire to foster an innovative ecosystem grounded in trust, leveraging on a strong legal framework.
Sandboxes
Complimenting the MDIA’s Technology Assurance Sandbox, the MDIA actively participating in the European Blockchain Regulatory Sandbox which establishes a pan-European framework for regulatory dialogues to increase legal certainty for innovative blockchain solutions.
Funded by the Digital Europe Programme and delivering on the SME strategy, the sandbox is running from 2023 to 2026 and is supporting various use cases.

European Blockchain Services Infrastructure (EBSI)
The European Blockchain Services Infrastructure (EBSI) was born in 2018 when 29 countries (all EU members states, Norway and Liechtenstein) and the EU Commission joined forces to create the European Blockchain Partnership (EBP).
The MDIA is leading Malta’s efforts in the partnership with a view to leverage blockchain to create cross-border services for public administrations, businesses, citizens and their ecosystems to verify information and make services trustworthy.

A forward-looking approach
The MDIA is championing Malta as a jurisdiction of choice for tech and regulatory research, spearheading groundbreaking DAO research, and engaging in horizon scanning. A study commissioned by the Authority, explores the exponential growth of DAOs, their applications across diverse industries, legal considerations, and regulatory developments with a view to support policy development and implementation.
