Overall Purpose of the Position

At the Malta Digital Innovation Authority’s European Digital Innovation Hub, a number of laboratories and facilities are made available to support startups, SMEs and stakeholders. The facilities consist of but are not limited to a High-Performance Computer, IoT lab, 3D Printing Lab, 3D Animation and Design. The Technology Officer will form part of a Technical Team that is responsible of the operations of such facilities, under the direction of the Technical Architect or any other senior management officer as may be designated by the Chief Officer (Innovative Technology). The Technical Officer will work closely with internal teams, external partners. The employee will assist in researching emerging technologies and support the implementation of various ICT solutions.

Main Duties and Responsibilities

Technical Officer shall be responsible for the following tasks but not limited to:

  • Assist in the implementation and operation of ICT solutions for Malta’s European Digital Innovation Hub;
  • Assist in the analysis of technical requirements to support the existing and new facilities;
  • Support the Technical Architect in defining and designing ICT solutions;
  • Participate in system integration and providing support for development tasks;
  • Monitor system performance and ensuring ongoing system maintenance;
  • Assist with the review of existing systems to improve efficiency and effectiveness;
  • Support the coordination and execution of IT projects;
  • Collaborate with internal and external stakeholders to ensure smooth execution of IT operations;
  • Assist in the preparation of technical documentation for IT systems design and maintenance;
  • Conduct research on emerging technologies;
  • Implement and oversee any IT assignments that are aimed at improving the organisation;
  • Continually review and analyse the effectiveness and efficiency of existing systems and developing strategies for improving or leveraging systems
  • Ensure that all parts of the Authority’s IT projects run smoothly.
  • Review documentation for IT systems design and maintenance.
  • Identify and evaluate emerging innovative technology arrangements to determine their potential value and making recommendations.

Authority Levels (decisions and discretion)

As instructed by the Technical Architect, or as instructed by any other senior management officer as may be designated by the Chief Officer (Innovative Technology).

Working Conditions

  • The Officer is expected to work on a rotational shift schedule from Monday to Saturday
  • Attendance outside normal office hours may be required.
  • Duties abroad when as required in line with the exigencies of the Authority.

Main Communication Channels (key working relationships)

Liaison with the Chief Officer (Innovative Technology), Head (EDIH), employees of the Authority and any other relevant external stakeholders.

Qualifications and Experience

By the closing time and date of this call for applications, applicants must be:

(1)

a) citizens of Malta; or

b) citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or

c) citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or

d) any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); or

e) third country nationals who have been granted long-term resident status in Malta under regulation 4 of the “Status of Long-Term Residents (Third Country Nationals) Regulations, 2006” or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the “Family Reunification Regulations, 2007”; or

f) in possession of a residence document issued in terms of the “Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations”.

The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identity Malta Agency should be sought as necessary in the interpretation of the above provisions.
The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. JobsPlus should be consulted as necessary on this issue.

AND

(2) Applicants must be in possession of one of the following:

An academic qualification in ICT / Networking / Computer Systems or a widely recognized professional qualification at National Qualification Framework Level 6* or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognized professional qualification at a comparable level**.

OR

An academic qualification in ICT / Networking / Computer Systems or a widely recognized professional qualification at National Qualification Framework Level 5* or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognized professional qualification at a comparable level**. together with a minimum of two (2) years of relevant work experience. Candidates with longer working experience relevant to the role will be preferred.

OR

An academic qualification in ICT / Networking / Computer Systems or a widely recognized professional qualification at National Qualification Framework Level 4* or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognized professional qualification at a comparable level** together with a minimum of six (6) years of relevant work experience. Candidates with longer working experience relevant to the role will be preferred.

OR

If the candidate does not have the necessary academic or professional qualification but have at least ten (10) years of relevant experience in a similar role, the Authority would still be interested in speaking with them.

*It is the responsibility of applicants in possession of qualifications awarded by Universities and other similar institutions outside Malta to produce a recognition statement on comparability of qualifications issued by the Malta Qualifications Recognition Information Centre (MQRIC). **A recognised Qualification comparable to the required number of ECTS/ECVET credits, as applicable, is only accepted subject to an MQRIC formal recognition statement being submitted with the application.

(3) Able to communicate fluently in English.
