Overall Purpose of the Position
The Employee will assist in the implementation and coordination of programmes and services that support entrepreneurship and innovation under the direction of the Manager (Entrepreneurship Service Development) or any other senior management officer as may be designated by the Chief Officer (Innovative Technology). The Employee will work closely with internal teams, external partners, and entrepreneurs to ensure the effective delivery of services that promote business success.
Main Duties and Responsibilities
The Entrepreneurship Programme Officer shall be responsible for the following tasks but not limited to:
- Assist in the development and delivery of entrepreneurship programs, including training, mentoring, incubation and acceleration programs and access to funding and resources;
- Provide administrative and operational support to ensure the smooth running of programs and services;
- Liaise with internal teams and external partners to coordinate services and identify opportunities for program improvement;
- Collect and maintain data related to program effectiveness and provide input for reports and recommendations;
- Assist in building and maintaining relationships with key stakeholders in the entrepreneurship community such as but not limited to investors, mentors, advisors and service providers;
- Support marketing and communication efforts to promote the programs and services to the entrepreneurial community;
- Stay informed on entrepreneurship trends and share relevant insights with the team;
- Stay informed on funding opportunities available through National and European Funds;
- Assist in the management of budgets and resources to ensure the effective delivery of the programs under the guidance of the Manager (Entrepreneurship Service Development);
- Collaborate with internal teams, external partners, and entrepreneurs to assist in identifying areas of need and designing solutions that will support business success;
- Assist in developing metrics and measurement tools to evaluate the effectiveness of programs and services, and provide recommendations for improvement;
- Stay updated on trends and best practices in entrepreneurship and innovation, and share insights to assist the team and broader community;
- Assist in developing and implementing programs and services that support entrepreneurship and innovation, including training and mentoring programs, incubation and acceleration programs, and access to funding and resources;
- Work closely with internal teams, external partners, and entrepreneurs to assist in identifying areas of need and designing solutions that help businesses succeed;
- Assist in building and maintaining relationships with key stakeholders in the entrepreneurship community, including investors, mentors, advisors, and service providers;
- Represent the Authority at conferences, events, and industry gatherings to promote the organization’s initiatives and build relationships with key stakeholders;
- Any other task as assigned by the Manager (Entrepreneurship Service Development) and/or senior management.
Authority Levels (decisions and discretion)
As instructed by the Manager (Entrepreneurship Service Development), or as instructed by any other senior management officer as may be designated by the Chief Officer (Innovative Technology).
Working Conditions
- The Officer is expected to work on a rotational shift schedule from Monday to Saturday
- Attendance outside normal office hours may be required.
- Duties abroad when as required in line with the exigencies of the Authority.
Main Communication Channels (key working relationships)
Liaison with the Chief Officer (Innovative Technology), Head (EDIH), employees of the Authority and any other relevant external stakeholders.
Qualifications and Experience
By the closing time and date of this call for applications, applicants must be:
(1)
a) citizens of Malta; or
b) citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or
c) citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or
d) any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); or
e) third country nationals who have been granted long-term resident status in Malta under regulation 4 of the “Status of Long-Term Residents (Third Country Nationals) Regulations, 2006” or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the “Family Reunification Regulations, 2007”; or
f) in possession of a residence document issued in terms of the “Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations”.
The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identity Malta Agency should be sought as necessary in the interpretation of the above provisions.
The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. JobsPlus should be consulted as necessary on this issue.
AND
(2) Applicants must be in possession of one of the following:
An academic qualification in Business, and/or Management and/or Project Management or relevant field of study at National Qualification Framework Level 6* or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognized professional qualification at a comparable level**.
OR
An academic qualification in Business, and/or Management and/or Project Management or relevant field of study at National Qualification Framework Level 5* or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognized professional qualification at a comparable level**. together with a minimum of two (2) years of relevant work experience. Candidates with longer working experience relevant to the role will be preferred.
OR
An academic qualification in Business, and/or Management and/or Project Management or relevant field of study at National Qualification Framework Level 4* or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognized professional qualification at a comparable level** together with a minimum of six (6) years of relevant work experience. Candidates with longer working experience relevant to the role will be preferred.
OR
Candidates who do not have the necessary academic or professional qualifications but have at least ten (10) years of experience in similar role, may still apply as the MDIA may still be interested in speaking with them.
*It is the responsibility of applicants in possession of qualifications awarded by Universities and other similar institutions outside Malta to produce a recognition statement on comparability of qualifications issued by the Malta Qualifications Recognition Information Centre (MQRIC). **A recognised Qualification comparable to the required number of ECTS/ECVET credits, as applicable, is only accepted subject to an MQRIC formal recognition statement being submitted with the application.
