Overall Purpose of the Position
The Manager (Finance and Administration) will form part of the Authority’s Operations Office and shall be directly answerable in the performance of their duties and conduct to the Chief Operations Officer of the Malta Digital Innovation Authority (MDIA). The Manager shall be mainly responsible for providing proper management of the Authority’s Finance and Administration Functions.
Main Duties and Responsibilities
The Manager (Finance and Administration) will be responsible for the following duties and responsibilities, including but not limited to:
- Leading and managing the Finance and Administration team within the Authority.
- Managing the day-to-day finance administration, including filing, managing bank accounts, and ensuring the accurate verification of payments due to third parties.
- Responsible for the management of the Fixed Asset Register.
- Preparing financial reports, including budget reports, monthly management accounts, and any other financial or administrative reports as required.
- Managing financial resources allocated under the MDIA vote line items, ensuring compliance with applicable laws, government policies, and regulations.
- Monitoring all vote line items related to the Authority and informing the Chief Officer of any overspending or underspending during the financial year.
- Monitoring cash flows and operational service arrangements/budgets monthly.
- Providing advice on major capital expenditures undertaken by the Authority and monitoring capital variances during project implementation.
- Preparing Business Plans and annual Financial Estimates for the Authority, and conducting negotiations with the Ministry for Finance and other relevant entities as required.
- Monitoring the implementation of the Business Plans and conducting financial analyses for review by the Chief Officer.
- Ensuring the timely processing of financial records associated with projects partially financed through EU structural and other programme funds.
- Developing and updating Finance and Administration policies, procedures, and standard operating procedures to ensure compliance with best practices and legislative requirements.
- Preparing quarterly VAT returns and other statutory tax reporting requirements.
- Coordinating the annual audit with the appointed independent auditors.
- Advising on and submitting recommendations regarding internal control weaknesses detected.
- Overseeing office operations and managing matters related to facilities, major equipment acquisition, and maintenance.
- Ensuring that cleaning, upkeep, repairs, and maintenance of the Authority’s premises are carried out at required intervals and to the desired standard.
- Managing the timely replenishment of office supplies.
- Managing the day-to-day operations of the reception area, ensuring it is staffed, organised, and welcoming to visitors, clients, and staff.
- Participating in training sessions, meetings, and conferences related to Finance and Administration.
- Performing any other additional duties and responsibilities as directed by the Chief Officer.
Authority Levels (decisions and discretion)
- Developing, implementing, establishing, maintaining and monitoring policies, procedures and practices.
- Delegate responsibility to staff as may be required.
- Make recommendations to the Chief Officer.
Working Conditions
- Attendance outside normal office hours may be required.
- Duties abroad when required in line with the exigencies of the Authority.
Main Communication Channels (key working relationships)
- Liaison with Departments of the Authority and with other bodies.
- Economic operators and service providers.
Qualifications and Experience
By the closing time and date of this call for applications, applicants must be:
(1)
a) citizens of Malta; or
b) citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or
c) citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or
d) any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); or
e) third country nationals who have been granted long-term resident status in Malta under regulation 4 of the “Status of Long-Term Residents (Third Country Nationals) Regulations, 2006” or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the “Family Reunification Regulations, 2007”; or
f) in possession of a residence document issued in terms of the “Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations”.
The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identity Malta Agency should be sought as necessary in the interpretation of the above provisions.
The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. JobsPlus should be consulted as necessary on this issue.

i. A recognised Master’s degree at MQF Level 7* (subject to a minimum of 60 ECTS/ECVET credits or equivalent) in Finance or in a pertinent and relevant area of study, plus two (2) years proven relevant work experience in managerial positions in Finance**; or
ii. A recognised Bachelor’s degree at MQF Level 6* (subject to a minimum of 180 ECTS/ECVET credits or equivalent) in Finance or in a pertinent and relevant area of study at MQF Level 6, plus three (3) years proven relevant work experience in managerial positions in Finance**; or
iii. Possession of a warrant to practice as an accountant in Malta would be considered an asset. Candidates who do not have the necessary academic or professional qualifications but have at least ten (10) years of relevant experience in Finance plus industry certifications in Finance, may still apply as the MDIA may still be interested in speaking with them.

(3) Able to communicate fluently in English and Preferably in Maltese.
