Overall Purpose of the Position

The Manager (EU Digital Identity Wallet) will oversee the cybersecurity related elements of the provision, development and operation of the EU Digital Identity Wallet as per REGULATION (EU) 2024/1183 and any other relevant national legislative frameworks. The EU Digital Identity Wallet will be provided to every citizen, resident and business and can be used to identify, authenticate, store and share attestations, sign, and seal. The Manager (EU Digital Identity Wallet) will contribute by liaising with various stakeholders, assessing, analysing, and reviewing their inputs, providing recommendations to the Authority and other relevant entities throughout the entire lifetime of the project to ensure that the developed EU Digital Identity Wallet and its operation is safe, secure, data-protective and privacy-protective by design. The successful candidate will work closely with internal stakeholders and external partners.

Main Duties & Responsibilities

The Manager (EU Digital Identity Wallet) shall be responsible for the following tasks, but not limited to:

  • Analyse, propose recommendations and develop necessary strategies and needs analyses focusing on but not limited to security, privacy, data protection, and trustworthiness of the project.
  • Oversee the project implementation from a cybersecurity, privacy, data protection and trustworthiness perspective, ensuring that the development and operation of the EU Digital Identity Wallet is aligned with relevant EU regulation, national legislative frameworks, standards and Recommendations.
  • Identify, manage and communicate risks and issues.
  • Develop and contribute as required, any necessary tendering documents specifying technical specifications, budgets, timeframes and any other relevant elements.
  • Oversee and contribute to tender evaluation processes.
  • Participate in relevant European fora, reviewing presented documentation and compiling advice that maybe used by the Malta Digital Innovation Authority or other relevant public bodies.
  • Keep abreast with new developments (legal and technical) related to the EU Digital Identity Wallet Framework, cybersecurity, cryptography, public key infrastructures and relevant areas.
  • Ensure that the processes adopted meets all legal and regulatory requirements, including but not limited to data protection and cybersecurity.
  • Maintain clear communication with stakeholders, partners, and other public bodies to ensure alignment and successful project execution.
  • Establish and manage relationships with contractors and all project stakeholders, ensuring they meet performance expectations and contractual obligations.
  • Provide regular updates and addressing concerns promptly.
  • Prepare detailed project reports, presentations, and documentation both for the consumption of the relevant personnel within the Authority and other relevant stakeholders.
  • Contribute to the development of comprehensive awareness and educational campaigns related to the EU Digital Identity Wallet Framework.
  • Contribute to the operational oversight especially in relation to security compliance of the EU Digital Identity Wallet including performance, availability, customer relations, upgrades and necessary adaptations/modification to cater for future needs.
  • Any other task as assigned by the Chief Officer (Innovative Technology) and/or delegate.

Authority Levels (decisions and discretion)

  • As instructed by the Chief Officer (Innovative Technology), or their delegate.

Working Conditions

  • Attendance outside normal office hours may be required.
  • Duties abroad when as required in line with the exigencies of the Authority.

Main Communication Channels (Key Working Relationships)

  • Liaison with the Chief Officer (Innovative Technology).
  • Liaison with Head (EU Digital Identity Wallet)
  • Liaison with employees of the Authority.
  • Liaison with suppliers and external consultants.
  • Liaison with other government Authorities/Agencies/Entities.
  • Liaison with economic operators and service providers.

Position Requirements (Competences, Qualifications, Experience and Knowledge)

By the closing time and date of this call for applications, applicants must be:

(1)

a) citizens of Malta; or

b) citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or

c) citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or

d) any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); or

e) third country nationals who have been granted long-term resident status in Malta under regulation 4 of the “Status of Long-Term Residents (Third Country Nationals) Regulations, 2006” or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the “Family Reunification Regulations, 2007”; or

f) in possession of a residence document issued in terms of the “Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations”.

The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identity Malta Agency should be sought as necessary in the interpretation of the above provisions.

The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. JobsPlus should be consulted as necessary on this issue.

AND

(2) Applicants must be in possession of one of the following:

i. A recognised Master’s degree at MQF Level 7* (subject to a minimum of 60 ECTS/ECVET credits or equivalent**) in Cybersecurity and/or Computer Science and/or Information Technology, and/or Computer Engineering and/or Engineering or in a pertinent and relevant area of study, plus one (1) year proven relevant work experience; or

ii. A recognised Bachelor’s degree at MQF Level 6* (subject to a minimum of 180 ECTS/ECVET credits or equivalent**) in Cybersecurity and/or Computer Science and/or Information Technology, and/or Computer Engineering and/or Engineering or in a pertinent and relevant area of study, plus three (3) years proven relevant work experience; or

iii. Candidates who do not have the necessary academic or professional qualifications but have at least ten (10) years of relevant senior managerial experience in in Cybersecurity and/or Digital Trust and/or Digital Identity Management, may still apply as the MDIA may still be interested in speaking with them.

*It is the responsibility of applicants in possession of qualifications awarded by Universities and other similar institutions outside Malta to produce a recognition statement on comparability of qualifications issued by the Malta Qualifications Recognition Information Centre (MQRIC). ** A recognised Qualification comparable to the required number of ECTS/ECVET credits, as applicable, is only accepted subject to an MQRIC formal recognition statement being submitted with the application.

AND

(3) Able to communicate fluently in English.

(4) Possession of certification in project management (eg. Prince2) would be considered an asset.

(5) Experience in public procurement processes would be considered an asset.
