Overall Purpose of the Position
The Manager (Communications and Marketing) will form part of the Authority’s Management Team and shall be directly answerable in the performance of their duties and conduct to the Chief Operations Officer of the Malta Digital Innovation Authority (MDIA). The Manager shall be mainly responsible for the proper management of the Authority’s internal and external communications, and marketing.
Main Duties and Responsibilities
The Manager (Communications and Marketing) will be responsible for the following duties and responsibilities, including but not limited to:
- Develop an integrated communications strategy for the Authority that encompasses both public relations and internal & external communications.
- Continuously update policies and procedures related to the Authority’s communication strategy to ensure consistency and effectiveness.
- Implement the Authority’s communications and marketing plan to enhance brand recognition and awareness of the MDIA’s mission and objectives.
- Oversee and manage the Authority’s public awareness strategy, identifying key marketing trends and opportunities to maximise impact.
- Manage and enhance the content of the Authority’s website and social media platforms, focusing on improving reach, engagement, and overall content quality.
- Ensure the Authority’s website is consistently updated with the latest information and relevant content.
- Build and maintain a strong network of media contacts to effectively manage public relations and identify opportunities for media engagement.
- Prepare and distribute press releases, engaging with the media to announce milestones, communicate MDIA policies and procedures, or address changes within the Authority, as well as managing related media inquiries.
- Respond to queries from external stakeholders, including preparing responses to parliamentary questions.
- Serve as the Authority’s spokesperson when required, representing the organisation in interactions with the media and the general public.
- Plan and organise meetings, seminars, conferences, visits, and events hosted or attended by the Authority.
- Address requests for advertising and publicity, ensuring that all materials adhere to the Authority’s standards and guidelines.
- Coordinate the administrative aspects of the publication of the annual report, including working with printers on design, printing, and distribution logistics.
- Execute communication campaigns aimed at building and strengthening relationships with target audiences, external partners, and key media outlets.
- Keep both external and internal stakeholders informed about significant developments within the MDIA.
- Develop branding and create materials that support employees in preparing both internal and external reports.
- Perform any additional tasks or duties as assigned by management.
Authority Levels (decisions and discretion)
- Developing, implementing, maintaining and monitoring policies and procedures.
- Delegating responsibility to staff, as may be required.
- Liaison with Units of the MDIA.
- Liaison with other external bodies.
- Dealing with the media.
Working Conditions
- Normal office hours with possibility to provide support after hours and/or on weekends.
- Duties abroad when required in line with the exigencies of the Authority.
Main Communication Channels (key working relationships)
- Liaison with Departments of the Authority and with other bodies.
- Economic operators and service providers.
Qualifications and Experience
By the closing time and date of this call for applications, applicants must be:
(1)
a) citizens of Malta; or
b) citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or
c) citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or
d) any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); or
e) third country nationals who have been granted long-term resident status in Malta under regulation 4 of the “Status of Long-Term Residents (Third Country Nationals) Regulations, 2006” or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the “Family Reunification Regulations, 2007”; or
f) in possession of a residence document issued in terms of the “Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations”.
The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identity Malta Agency should be sought as necessary in the interpretation of the above provisions.
The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. JobsPlus should be consulted as necessary on this issue.

i. A recognised Master’s degree at MQF Level 7* (subject to a minimum of 60 ECTS/ECVET credits or equivalent) in Communications or Marketing or Journalism or Languages/Linguistics or in a pertinent and relevant area of study, plus two (2) years proven relevant work experience in Communications or Marketing or Journalism**; or
ii. A recognised Bachelor’s degree at MQF Level 6* (subject to a minimum of 180 ECTS/ECVET credits or equivalent) in Communications or Marketing or Journalism or Languages/Linguistics or in a pertinent and relevant area of study at MQF Level 6, plus three (3) years proven relevant work experience in Communications or Marketing or Journalism**; or
iii. Candidates who do not have the necessary academic or professional qualifications but have at least ten (10) years of relevant experience in Communications or Marketing or Journalism, plus industry certifications in Communications or Marketing or Journalism or Languages/Linguistics, may still apply as the MDIA may still be interested in speaking with them.
*It is the responsibility of applicants in possession of qualifications awarded by Universities and other similar institutions outside Malta to produce a recognition statement at application stage on comparability of qualifications issued by the Malta Qualifications Recognition Information Centre (MQRIC). (3) Able to communicate fluently in English and in Maltese.
